The economic development in China, reaching an average 9% growth rate in recent years, has attracted a global attention. In 2003, the GDP number has already mounted to 11.6 trillion, among which $ 840

China government is always attaching great importance to the software industry and this industry is booming at quite a high speed, the growth rate even higher than 30% annually, in recent years. The software income for 2004 was 220 billion with a 34.7% annual growth rate. Until now 8,700 software enterprises are certificated by the government. And China is becoming one of the most important software product and service markets in the world with the governmental support on the setup of multinational software companies' R&D centers and branches in China.
Meanwhile, China government is now making its great efforts to facilitate the Chinese domestic software companies to develop offshore software sourcing industry. From 2001 on, the government has built up 35 software colleges and 35 software technician schools. The advantages for the development in international software sourcing industry in China lie in the abundant highly qualified talents, the robust infrastructure facilities, the strong government support, and a huge market. In fact, in terms of the IT service business, China has already achieved a dominant position in Japan and is now doing her utmost to explore the market in Europe and America.
